Under Abbott, the unemployed had never had to work so hard to keep the dole. While he was pilloried for enforcing a severe regime of punishment to force them into employment, he was trying behind the scenes to persuade the government to take another course entirely. He wanted tax breaks for those on welfare to encourage them to take work. This was his one big idea in the portfolio and he has cited it since as evidence that somewhere inside the Liberal Party the DLP was alive and well. But not very alive: the plan was killed by Howard.
Abbott knew he had to counter the caricature of the hard man of the right, the junkyard dog of government, if his leadership ambitions were ever to go anywhere. He began to give extraordinary, wide-ranging interviews which earned him something of a reputation as a thinker. No Australian politician in living memory had spoken quite like this. Politics Abbott was muffled by his place in cabinet, but Values Abbott had free rein. A 2003 interview with Paul Kelly of the Australian was the template for the pieces that followed. As they drove for hours through the bush one day, Abbott told Kelly he saw politics as a way of giving glory to God:
